State Policy Workshop

October 26, 8:00 a.m.–12:00 pm PT 

NACEP’s annual pre-conference State Policy Workshop brings together leaders from across the country to discuss current national and state policy trends and advocacy efforts. This year’s workshop will continue to focus on current policy updates and new concurrent and dual enrollment resources with an additional focus on interpreting and implementing policy. The workshop’s goal is to equip practitioners to have a seat at the state and federal policy table to ensure they have a role in shaping the policies they will ultimately be responsible for implementing. With this goal in mind, the workshop will provide tools and strategies for better understanding and tracking policy, turning policy into practice, and advocating for policy and practice that support the field of concurrent enrollment, dual enrollment, and early college. Given the content of the workshop, it is likely most relevant to day-to-day practitioners interested in policy.

DEEP DIVE: Redesigning Dual Enrollment as a Purposeful Pathway to College and Career Opportunity

In this workshop, CCRC will share models of effective practice and its research-based dual enrollment survey from research on colleges and K-12 schools that are rethinking dual enrollment as an on-ramp to college and career pathways after high school for students from underserved groups.

By the end of the workshop, participants will be ready to communicate the purpose and direction of their work to strengthen DE. Participants will be equipped with the tools to engage their respective school, district, and college partners in co-designing and implementing reforms aimed at advancing college and career success for their students and supplying talent to support economic vitality in their communities.

Show Me the Funding! College Business Models for Purposeful Dual Enrollment

Moving beyond dual enrollment as ‘programs of privilege’ or ‘random acts’ also requires strategic investments and not just ‘an office of one’. This session will debut a new report from CCRC on how colleges across the country are creating sustainable business models to scale purposeful dual enrollment programs aimed to expanding access to college and career opportunity. Drawing on case studies from states with higher, medium, and lower public support for DE, presenters will highlight strategies for financially sustainable investments in advising and student supports, high-quality instruction and support, and expanded outreach and access—without passing costs on to students.

Lights, Camera, Outcomes! Opportunities to Maximize the Impact of Dual Enrollment

With dual enrollment (DE) programs expanding rapidly—fueled by nearly 350 new state policies in the last decade—are students, colleges, and states seeing the full return on investment? This session spotlights new national and state-level research on what happens after high school to DE students: who continues in postsecondary, which colleges they attend, how many return to their DE college, whether they earn degrees, and how much they are earning 6-years after HS. We’ll also feature new statewide research from California showing how taking math and English through DE—particularly transfer-level courses in high school—can be a promising lever for improving postsecondary success. Drawing on statewide data from Texas, we’ll also examine how DE intersects with CTE and AP to highlight strategies for educators and state leaders to align policy and practice to expand college and career opportunity for all.

Commission on Purposeful Pathways: Creating a Shared Vision and Agenda for High-Quality Pathways

October 28, 12:00–12:45 pm PT 

The Commission on Purposeful Pathways brings together youth and national leaders from a range of backgrounds (K12 to higher ed, research to policy, implementation to ideation) to better define and connect the experiences of high-quality college and career pathways. This session is part of their “call for engagement”: getting feedback and starting partnerships with pathways policymakers and practitioners to ensure the work of the Commission and Pathways Impact Fund improves student outcomes.
