DEEP Insights: Redesigning Dual Enrollment as a Purposeful Pathway to College and Career Opportunity

This webinar introduces dual enrollment equity pathways (DEEP)—a research-based framework for rethinking dual enrollment as a more equitable on-ramp to college programs of study that lead to family-supporting, career-path jobs for students who might not otherwise pursue education after college. Participants will learn about the research evidence underlying DEEP, and findings from recent field research that show how six community college–K-12 partnerships in Florida and Texas have implemented dual enrollment to expand access and early college success for underrepresented students using DEEP-aligned practices. Practitioners from two of these exemplary college–K-12 partnerships will describe how they are leveraging dual enrollment to broaden access to college and career opportunities for students and families in their communities.

Stronger State Community College Finance as a Lever for Student Success

For community colleges to reach their full potential as drivers of prosperity and equity, research partners HCM and CCRC, argue that states must create strong, stable, coherent finance systems that enable and incentivize colleges to better meet pressing state interests and student needs. To do so, policymakers need clear, comprehensive and state-specific pictures of how current finance systems operate. College leaders need sufficient resources that can be deployed in service of their institutional priorities, including equitable attainment.

This presentation will share insights and recommendations from research that maps the community college finance systems in California, Ohio and Texas. These states vary in terms of location, demographics, and the size and structure of their community colleges, yet each has recently seen notable efforts to change aspects of their community college finance system. HCM identified and analyzed the policies that control each state’s major revenue streams, their implications for institutional behavior, and their effects on equity. Additionally, CCRC researchers will present findings from an institutional analysis conducted at 8 community colleges across California, Ohio, and Texas that examined institutional funding and choices leaders made about how limited resources should be allocated. It also analyzed the colleges’ student success initiatives–how they operate, who they serve, and their resource requirements–with a focus on the ways institutional policy and practice is affected by the local and state economic and political context.

Enabling DEEP: How States and Systems Can Support Practitioner Efforts to Strengthen Dual Enrollment

College and K12 practitioners across the country are redesigning dual enrollment programs to better deliver on their potential to expand college and career opportunity for high school students. This webinar introduces a new report published by CCRC and the College in High School Alliance offering guidance to policymakers and college system leaders on supporting practitioner efforts to strengthen dual enrollment as a more equitable on-ramp to college and career opportunity—described in CCRC’s dual enrollment equity pathways (DEEP) framework. Presenters will introduce six mechanisms—a combination of policy and non-policy approaches—for policymakers to support college and K12 practitioners working to 1) expand access, 2) strengthen on-ramps to postsecondary pathways, and 3) build and sustain strong partnerships. State and system leaders will describe ways to leverage policy and non-policy mechanisms to strengthen dual enrollment.

Strategies to Support Multilingual Learners in College Credit Programming

Community colleges serve as an important educational entry point for Multilingual Learners (MLs) (Huerta et al., 2019; Teranishi & Suárez-Orozco, 2011), but research indicates that barriers disproportionately impact and impede these students’ success. MLs enrolled in ESL courses do not accumulate as many credits as their peers in developmental courses (Hodara, 2015) nor do they persist through their programs at proportionate levels (Raufman, Brathwaite, & Kamakarian, 2019). In this session, the Community College Research Center (CCRC) will discuss findings from an IES-funded, three-year, mixed-methods study exploring policies and practices impacting the trajectories of MLs at one large urban community college district. Faculty from North Shore Community College and Truman College will highlight innovative approaches they are using to support ML students in credit programming, including dual language pathways and a transitional bilingual learning community.
