4-Year Institutions Eye Programs Eligible for Workforce Pell

Tom Brock told Inside Higher Ed he was heartened that four-year institutions would be able to attract new student demographics through short-term workforce programming funded by FIPSE grants, but cautioned about the lack of evidence that short-term programs boost students' earnings.
