Rachel Norman, Research Assistant

Rachel A. Norman is a research assistant on the community college finance team focusing state-level analyses of higher education funding. Prior to joining CCRC, she worked on shaping a national policy agenda for infants and toddlers with the Bank Street Education Center. Norman also oversaw the operations of the Student Equity Program at Orange Coast College in California, connecting over 300 low-income students annually to resources that guaranteed access, opportunity, and advancement.

Norman is a Los Angeles native and holds a bachelor's degree in integrated education studies from Chapman University. She is a master’s student in education policy and social analysis at Teachers College, Columbia University. Her research interests include K–12 segregation and resource allocation, adult-entry education, and “unlearning” implicit bias within educators and policymakers.
