Evaluation of the Community College Bridges to Opportunity Initiative

June 2003−August 2005

The Ford Foundation’s Bridges to Opportunity initiative aimed to bring about changes in state policy and community college governance and practice that promote educational opportunities for low-income adults. CCRC assisted the Ford Foundation in evaluating the activities and impacts of this initiative in Colorado, Kentucky, Louisiana, New Mexico, Ohio, and Washington.  As part of this work, CCRC investigated policies and legislation enacted as a result of Bridges to Opportunity as a means to examine the sustainability of the initiative’s achievements. In collaboration with the initiative’s partners, CCRC developed a guide for promoting state policies that serve to increase the number of low-income adults with postsecondary credentials in high-demand career fields.
