Evaluation of the Community College Bridges to Opportunity Initiative

June 2003–August 2005

The Ford Foundation’s Bridges to Opportunity initiative aimed to bring about changes in state policy and community college governance and practice that would promote educational opportunities for low-income adults. CCRC assisted the Ford Foundation in evaluating the initiative's activities and impacts in Colorado, Kentucky, Louisiana, New Mexico, Ohio, and Washington. CCRC investigated policies and legislation enacted as a result of Bridges to Opportunity to examine the sustainability of the initiative’s achievements. In collaboration with the initiative’s partners, CCRC developed a guide for promoting state policies that can increase the number of low-income adults with postsecondary credentials in high-demand career fields.
