Statewide reform initiatives are increasingly popular responses to poor student outcomes, but there is little research on large-scale instructional reform in higher education and its implications for local implementation.

This panel provided insights from West Virginia, Texas, and Virginia into how states can enact change to improve developmental education and the implications of policy approaches for local implementation and student outcomes.
