The Impact of Performance Standards on Pell Students' Academic and Labor Market Outcomes

This study leveraged administrative transcript data on over 150,000 first-time enrollees in seven cohorts of entrants from a large state community college system. First, presenters estimated the effects of failing the Pell Grant's Satisfactory Academic Progress (SAP) requirements on persistence, academic performance, graduation and transfer. Second, they examined whether effects were heterogeneous by prior ability. Finally, they examined the consequences of SAP failure on short-term and longer term labor market participation and earnings.
