An Introductory Biography

Dr. H. Jeffrey Rafn is the President of Northeast Wisconsin Technical College managing the operation of NWTC’s three campuses and six regional learning centers, which serve over 39,000 students and more than 500 businesses annually.  Dr. Rafn, a native of Chippewa Lake, Ohio, served for 21 years as an administrator and educator in Massachusetts and New Hampshire before moving to Northeast Wisconsin in 1997.  Earned his PhD from Boston University.

Under Dr. Rafn’s leadership, NWTC has been transformed from a traditional hierarchical structure to a team-based, customer-focused organization and has increased its enrollment 55.7% in the past 10 years. The College successfully passed, and has completed, a $46.6 million referendum project for expansion in health sciences, business and information technology, construction trades, manufacturing technology, public safety and general studies.

Additional Accomplishments

•

Formed community and educational partnerships for Green Bay campus Business Assistance Center and small business incubator.

•

Conducted fund-raising for the Community Clinic on the Green Bay campus which serves uninsured and under-insured clients.

•

Developed alternative delivery of offerings at NWTC with online, self-paced, Interactive Television, and video classes.

•

Numerous presentations at national conferences on Dynamic Planning, Creating a Team Environment, Alternative Delivery Systems, One-Stop Student Services, Creation of a Community Clinic, and Business Assistance Center Incubator.
