The Variable Stability of State Performance Funding Programs

Performance funding systems for higher education can be anything but static over time. This paper examines how the performance funding systems in two states with long-standing systems have changed considerably over time in funding level and performance indicators used. Finding significant differences between the two states, the paper roots those differences in the different policy processes in the two states.

This presentation will be given in Session D: "Examining the Diffusion of Innovation Among States."
